What are the differences between the inspection validity period and shipment deadline of export goods?

After the inspection of exported goods, if they are not exported for a long period of time, the quality of the goods may change, and the original inspection results cannot fully reflect the actual situation of the goods. Therefore, various important export commodities, especially those subject to export pre inspection, must have an appropriate inspection validity period, calculated from the date of inspection completion. If the inspection validity period is exceeded, the original pre inspection certificate shall become invalid. It is not possible to apply for export certificate exchange based on this. If the batch of goods still needs to be exported, they must be re inspected (i.e. re inspected). Due to the different nature of various export commodities, different inspection validity periods must be specified based on the characteristics of different commodities. For example, the quality of mineral products is not easy to change, and the inspection validity period can be specified to be longer; Perishable and perishable goods should have shorter regulations.

The shipment deadline refers to the period during which the entry-exit inspection and quarantine institution must declare and ship goods that have been inspected for export, including goods that have been approved for export certificate exchange, after issuing a certificate or release note (or stamped with a release seal). So the shipment deadline is calculated based on the date of issuance of the certificate or release date by the entry-exit inspection and quarantine institution. For export goods that exceed the shipment deadline, customs will not release them.

In order to ensure the good quality of exported goods when they are shipped offshore and to ensure that the inspection certificate matches the goods certificate, the export business unit should handle the shipment and export of goods that have been issued and released by the entry-exit inspection and quarantine agency as soon as possible. Except for fresh goods that should be shipped immediately after passing inspection (usually by air) for export, the general period for goods is 2 months, while fresh fruits and eggs are exported within 2 weeks.

The handling of goods that have been issued or released by the entry-exit inspection and quarantine institution beyond the shipment deadline shall be handled according to the following circumstances: ① If the shipment deadline has been exceeded but the inspection validity period has not been exceeded, the extension, certificate date and release date may be agreed to; ② If the inspection validity period is exceeded, it should be treated as a re inspection.
